If you plant a daisy, when will they grow in?

Daisies are biannual. They don't bloom the first year, do bloom second season. Seeds germinated on a wet paper towel in a plastic bag should sprout in 7 to 14 days, transplant to peat pots (or small 2" pots), when you see roots coming out of the bottom, transplant to ground.

Direct sowing 2 seeds per "hole", don't allow to dry out especially critical in seedling stage when most vulnerable to extremes in climate.
