The skeleton on the first beach can't be brought back to life, it is just there for aesthetic reasons. In order to make the potion to bring sims back to life, you need to first have a sim die. That is the only way to gather a death daisy, by harvesting it from their tombstone. Then you can concoct the potion and bring your sim back to life. :)
